A federal court today gave a setback to Montana and 27 other states suing the Obama administration over its Clean Power Plan to reduce carbon dioxide emissions.

The Blaine County commissioners have proposed opening a satellite voting office on the Fort Belknap reservation for two days a week before the 2016 election. A settlement in a 2012 federal lawsuit won tribes the right to have satellite offices open on reservations to make voting easier.
